FCEM Agency Information

Franklin County Emergency Management serves the cities of Connell, Kahlotus, Mesa and Pasco, as well as the unincorporated portions of Franklin County, WA. FCEM was created through an inter-local agreement of the previously mentioned jurisdictions. Franklin County Emergency Management is established under RCW 38.52 and operates in accordance with WAC 118-30 and WAC118-40

The FCEM Board is comprised of members from each of the jurisdictions:

  • Franklin County – 2 voting members
  • Connell – 1 voting member
  • Kahlotus – 1 voting member
  • Mesa – 1 voting member
  • Pasco – 2 voting members

 

Board meetings are held on the third Thursday in the months of January, April, July & October. They start at 3:30pm at the FCEM office ( 1011 E. Ainsworth St.  Pasco, WA  99301 ) and virtually. Call the office, 509-545-3546, to get the call in/video link information for the meeting.

Below is our current Interlocal Agreement signed by the FCEM Board and our Master Mutual Aid Agreement:

The FCEM office is primarily funded through grants from FEMA and Washington State. The FCEM office is comprised of 4 employees. The FCEM office primarily focuses on community outreach and preparedness, emergency planning, training and exercises.

The agency is responsible for having the Emergency Coordination Center ready for any emergency within Franklin county to help support first responders and to communication with residents through the CodeRED system and Emergency Alert System during times of emergency/disaster.
