LEPC in Franklin County, WA
The Local Emergency Planning Committee (LEPC) is mandated by the Superfund Amendments and Reauthorization Act of 1986. LEPC in Franklin County, WA, operates under WAC 118-40 and includes representatives from government agencies, industry, elected officials, environmental groups, and other stakeholders.
LEPC Meetings
Franklin County LEPC meetings occur quarterly in conjunction with the Benton County LEPC, held on the first Thursday in March, June, September, and December at 10:00 AM. The meeting locations alternate between:

Tier II Reporting
Businesses that use or generate hazardous materials above specific quantities set by the Environmental Protection Agency are required to file Tier II reports. These reports must be submitted to the LEPC, the local fire department, and the Washington State Department of Ecology.
Submission Instructions
Tier II reporters can scan and email reports to: sdavis@franklincountywa.gov. FCEM will send a “received” reply to emails once the submissions have been received. Alternatively, Tier II reports may also be mailed to 1011 E. Ainsworth St., Pasco, WA 99301 – email is the preferred method.
The Franklin County LEPC has integrated the planning requirements of Title III of the Act into the Comprehensive Emergency Management Plan, specifically in section ESF-10.
